The Residential Tenancies Act 1997 does not say that if a tenant or lessor is responsible for pest control however it does state that a lessor must provide the property in a state fit to live in. It also states that a tenant must keep the property clean. If a pest infestation is not caused by the actions of a tenant (such as termites) then the onus falls to the lessor as part of their responsibility to maintain the premises.
